This study aims to analyze the structural limitations of Korea’s classified records management system and to derive directions for improvement through comparative analysis of international cases. The study compares the classified records management systems of the United States, the United Kingdom, and Canada, and examines Korea’s system with a focus on the Security Regulations, the Public Records Management Act, and the proposed Classified Information Protection Act.
The analysis reveals that Korea`s classified records management system exhibits a dual and fragmented structure in which security administration and records management operate separately. This structure results in several limitations, including a lack of legal coherence, discontinuity in lifecycle management, and an imbalance in governance. In particular, the system is heavily oriented toward classification and protection, while mechanisms for declassification and public disclosure remain underdeveloped. Moreover, the participation of professional archival institutions in the management process is limited, which further constrains the system’s effectiveness.
In response, this study emphasizes the need for an integrated reform of the legal framework governing classified records, the establishment of a management system centered on declassification and reclassification, and the development of a governance structure that incorporates the National Archives of Korea and relevant experts. By reinterpreting the issue of classified records management beyond the narrow domain of security administration and situating it within the broader context of the national records management system, this study contributes to identifying directions for institutional reform.
