This study analyzed the structure and content of an online in-service education program for marine environmental educators (December 17 to 31, 2025) to identify improvement strategies for online retraining. The program was organized around four themes—marine protected species, marine debris, tidal flats, and net zero—with 23 modules and 190 units (7 hours and 12 minutes). Knowledge-based objectives were found to effectively support foundational learning; however, structural complexity, limited marine linkages, and inconsistent terminology were identified. This study provides baseline data for the advancement of online marine environmental education.
