교육발전특구 정책의 발전적 추진을 위한 탐색적 연구 = A Study on Exploring the Progressive Implementation of the Policy for Education Development Zone

국문 초록 (Abstract)

본 연구는 교육발전특구 사업운영계획서를 대상으로 분석을 실시해 계획의 구성요소, 실행 구조, 지역 간 차이와 지원 방식을 종합적으로 분석하고 정책 실행을 위한 시사점을 제시하는 데 목적을 두었다. 1･3유형에 해당하는 43개 기초지자체와 2유형의 6개 광역지자체가 제출한 31건의 운영계획서를 분석한 결과, 아이 키우기 좋은 환경 조성에서는 늘봄(돌봄) 운영과 학교 중심 돌봄 인프라 강화가 핵심으로 나타났다. 공교육 혁신 영역에서는 교육과정, 지원 체계, 디지털 교육 기반 구축이 두드러졌고, 초중고–대학 연계 영역에서는 대학 자원 활용과 공동 교육과정이 확대되었다. 지역 인재 양성 및 산업 경쟁력 강화 영역에서는 교육과 지역 산업 연계가 핵심이었고, 성과지표 분석 결과는 지역 인재 양성, 산업 경쟁력 강화, 공교육 혁신에 집중됨을 확인했다. 본 논문은 교육발전특구 사업운영계획서를 분석해 지역별 정책 방향과 실행 구조, 핵심 과제를 실증적으로 규명함으로써 정책의 전반적 특성을 분석하고 지속가능한 운영과 성과관리 체계 고도화를 위한 분석 틀을 제시했다는 점에서 의의가 있다.

Purpose: This study aims to provide policy implications by conducting a meta-analysis of Education Development Special Zone(EDZ) implementation plans, comprehensively examining their core components, implementation structures, regional variations, and support mechanisms.
Design/methodology/data/approach: In this study a total of 43 basic local governments and six metropolitan governments were analyzed through 31 submitted implementation plans.
Findings/Results: In the public education innovation sector, curriculum development, support systems, and digital education infrastructure stood out. In the school-university linkage sector, utilization of university resources and joint curricula were prominent. In the regional talent development and industrial competitiveness enhancement sector, linking education with local industries was key. Analysis of performance indicators confirmed a focus on regional talent development, industrial competitiveness enhancement, and public education innovation.
Value: This study contributes by empirically identifying regional policy orientations, implementation structures, and key priorities through analysis of operational plans, and by proposing an analytical framework to support sustainable implementation and the advancement of performance management systems.
