국방부 국방백서의 내용체계에 대한 비판적 분석 = Critical Analysis of the Content System of the Ministry of National Defense’s Defense White Paper

국문 초록 (Abstract)

본 연구는 국방백서가 국민 수용자의 관점에서 이해 가능한 공공언어적 서술체계를 갖추고 있는지를 실증적으로 분석하는 데 그 목적이 있다. 이를 위해 국방백서의 이해 가능성을 언어적･표현적･정보적･구조적 차원의 네 가지 수준으로 구성하여 내용체계를 다차원적으로 분석하였다. 분석 결과, 국방백서는 군사 전문용어와 장문 위주의 문장 구조로 인해 일반 국민이 이해하기에 난이도가 높은 문서로 나타났으며, 표기･표현의 부정확성, 보조자료 활용의 한계, 그리고 정책과제 연계성 부족과 기술형 서술체계의 한계 등이 확인되었다. 이를 바탕으로 국방백서가 이해 가능한 공공언어적 서술체계로 발전하기 위한 정책적 시사점과 개선 방향을 제시하였다. 본 연구는 국민 수용자 관점에서 국방백서 텍스트의 서술체계를 실증적으로 분석하였다는 점에서 의의를 가지며, 향후 국방정책 문서의 이해가능성 제고와 소통 기능 강화를 위한 기초자료로 활용될 수 있을 것이다.

This study aims to empirically analyze whether South Korea’s National Defense White Paper meets the requirements of a public language narrative system from the perspective of its public audience. To this end, the White Paper’s understandability was analyzed multidimensionally across four levels: linguistic, expressive, informational, and structural. The analysis revealed that the National Defense White Paper is a document with high difficulty for the general public to understand, and it suffers from inaccuracies in notation and presentation, limitations in the use of auxiliary materials, and limitations in its narrative structure. Based on this, the study explored ways to develop the National Defense White Paper into an understandable public language narrative system.
