This study originated from the concern that Professional Development for Level 1 Qualification for history teachers has been largely lecture-centered, making it difficult for professional development experiences to translate into lesson design practices. Drawing on prior research on effective teacher professional development, this study derived three design principles—connection, collaboration, and feedback loop—and implemented a revised history teacher professional development program based on these principles. Using an action research approach, the study introduced collaborative small-group activities in which participants developed lesson plans grounded in lecture content, and strengthened the feedback loop through facilitator participation. The revised program was implemented in two cycles, and lesson plans produced by participating teachers were analyzed from the perspectives of the three principles.
The findings indicate that scaffolds supporting the transformation of lecture knowledge into lesson design resources were key to connection; improvements in decision-making procedures stabilized group discussions, though additional support was needed for genuine co-construction; and the timing and interpretation of feedback within collaborative discussions—rather than its mere provision—shaped improvements in lesson design. The three principles operated not as separate elements but complementarily within a flow of lecture-based knowledge transformation, collaborative lesson design, and feedback cycles. By operationalizing key elements of effective teacher professional development into actionable principles and examining them empirically, this study illuminates how program design and operation interact with teachers' lesson design processes. How training experiences translate into long-term classroom practice remains a task for future research.
