    This study empirically examines the effect of job stress on public servants’ resilience and investigates the moderating roles of public values, leadership, and organizational support. Using data from the 2024 Public Service Work Conditions Survey, hierarchical multiple regression analysis and moderation analysis were conducted. The results show that job stress has a statistically significant negative effect on Public Service Resilience (PSR). In addition, public values, leadership, and organizational support significantly moderate the relationship between job stress and PSR. These findings suggest that public servants’ resilience is not solely an individual psychological attribute but a multidimensional construct shaped by organizational and institutional contexts. The study contributes to the literature by highlighting the importance of organizational resources and value-based factors in mitigating the adverse effects of job stress and by providing empirical evidence for a moderation-based analytical framework in public sector resilience research.
