    본 연구는 수송 부문의 에너지 수요와 온실가스 배출에 불확실성으로 작용할 수 있는 사회경제 발전 경로 및 정책 수단 경로를 작성하고, 이를 조합한 총 6개의 시나리오에 대한 체계적인 분석을 시도하였다. 사회경제 발전 경로는 인구 및 인적개발, 경제 및 생활양식, 기술 및 제도 등 사회경제를 이루는 주요 변수에 따라 지속가능-고성장(SEP1), 추세유지-중간성장(SEP2), 분열갈등-저성장(SEP3)으로 구분된다. 정책 수단 경로는 현재의 온실가스 감축 정책 기조가 비슷한 수준에서 유지되는 기준 정책 경로(REF)와 기술혁신과 기술수요 정책이 적극적으로 확대되는 최대저감 정책 경로(MAX)로 구분된다. 시나리오 분석에는 에너지경제연구원의 상향식 전망 모형인 KEEI-STEM (System of Three E-Models)의 수송 부문 모듈을 활용하였다. 전망 결과 에너지 수요와 온실가스 배출 총량은 정책 수단의 도입 여부에 따라 큰 영향을 받는 것으로 나타났다. SEP2의 기준 정책 경로에서는 2023~2050년 기간 동안 수송 부문 에너지 수요가 46.2% 감소한 반면, 최대저감 정책 경로에서는 79.1% 감소한 것으로 전망되었다. 하지만 최대저감 정책 경로의 경우 사회경제 발전 경로에 따라 에너지 수요와 온실가스 배출량에 큰 차이를 보였는데, 2050년 SEP3의 배출량은 SEP1에서의 배출량 보다 약 2.5배 많은 것으로 나타났다. 이는 적극적인 정책을 시행하는 경우 미래 사회의 사회경제 상황이 정책의 실효성에 상당히 큰 영향을 미칠 수 있음을 의미한다. 이러한 본 연구의 분석 결과는 장기적인 관점에서 에너지 및 온실가스 감축 정책을 수립하고, 정책시행시 사회경제 발전 경로가 고려되어야 함을 보여준다.

    This study systematically analyzed six scenarios combining socioeconomic development and policy instrument pathways that could potentially impact energy demand and greenhouse gas emissions in the transportation sector. The socioeconomic development pathways are categorized into Sustainable- High growth (SEP1), Maintaining Trend-Moderate growth (SEP2), and Divided conflict-Low growth (SEP3) based on key socioeconomic variables such as population and human development, economy and lifestyle, technology, and institutions. The policy instrument pathways are divided into the Reference Policy Path (REF), where the current greenhouse gas reduction policy stance is maintained at a similar level, and the Maximum Reduction Policy Path (MAX), where technological innovation and demand policies are actively expanded. The scenario analysis utilized the transportation module of the Korea Energy Economics Institute’s (KEEI) bottom-up forecasting model, the System of Three E-Models (KEEI-STEM). The forecast results revealed that total energy demand and greenhouse gas emissions are significantly affected by the adoption of policy instruments. Under the SEP2 baseline policy pathway, energy demand in the transportation sector is projected to decrease by 46.2% between 2023 and 2050, while under the maximum reduction policy pathway, it is projected to decrease by 79.1%. However, under the maximum reduction policy pathway, energy demand and greenhouse gas emissions differ significantly depending on the socioeconomic development pathway. Emissions under SEP3 in 2050 were approximately 2.5 times higher than those under SEP1. This suggests that if proactive policies are implemented, future socioeconomic conditions can significantly impact the effectiveness of the policies. The analysis results of this study demonstrate that socioeconomic development pathways should be considered when establishing and implementing energy and greenhouse gas reduction policies from a long-term perspective.
