This study examines the efficiency of intellectual property (IP) management in public research institutes, focusing on the Electronics and Telecommunications Research Institute (ETRI) of Korea. As public R&D organizations increasingly rely on patents as key performance indicators, balancing patent-related costs and outcomes has become a critical issue. Using ETRI’s internal data from 2005 to 2024, this study evaluates IP management efficiency by applying Data Envelopment Analysis (DEA), with R&D expenditure and research personnel as inputs, and patent registrations and royalty income as outputs. In addition, regression analysis is conducted to identify the impact of strategic IP policy changes, particularly ETRI’s participation in patent pools since 2016. The results show that while patent application volumes have declined, efficiency measured by patent registrations and royalty income has improved significantly. Patent pool participation is found to have a statistically significant positive effect on royalty revenues. These findings suggest that selective patent filing, portfolio optimization, and strategic utilization of standard-essential patents can substantially enhance IP management efficiency. The study provides empirical evidence and policy implications for improving IP management strategies in public R&D institutions
