    本稿は、世界遺産「古都京都の文化財」の構成資産である下鴨神社「糺の森」を対象に、現代都市社会における鎮守の森の変容と管理課題を検討したものである。まず、糺の森が長年の歴史的過程を経て、神域としての伝統的機能のみならず、歴史的景観、文化的名所、さらには都市生態系の基盤施設としての多層的な性格を構築してきた経緯を整理・検討した。次いで、世界遺産登録以降の動態を分析し、観光利用の急増、生態的更新機能の弱体化、周辺開発をめぐる社会的論争といった要因が、保存と利用の間に構造的な緊張をもたらしている実態を明らかにした。こうした状況は、現代における鎮守の森の維持が、もはや宗教主体のみによる単独管理ではなく、多様な主体の合意形成に基づく多層的なガバナンスへと移行していることを示唆している。以上の考察を踏まえ、本稿は糺の森を特定主体が独占的に管理する聖域としてではなく、行政、専門家、市民社会の調整を通じて維持される「共有財(コモンズ)としての文化遺産」として再定位する必要性を指摘した。このように神聖性、公共性、生態的回復力、そして経済的生存性を相補的に調整し続けるプロセスそのものが、糺の森を「生きている遺産」として持続させる基盤であることを強調し、本稿の結びとする。

    This study examines the contemporary significance and management challenges of Tadasu no Mori, a UNESCO World Heritage site located within Shimogamo Shrine in Kyoto. The analysis first clarifies how the forest has accumulated multiple layers of meaning—sacred ritual space, historic landscape, cultural landmark, and core urban ecological infrastructure—throughout its long history. Following its inscription as a World Heritage site, the management structure has become increasingly multilayered involving religious authorities, governmental agencies, academic experts, local communities, and tourism related actors. The study demonstrates that rapid tourism growth, weakening ecological renewal processes, and intensifying development pressures have generated inherent tensions between conservation and utilization. These tensions indicate that Tadasu no Mori is no longer sustained solely through traditional religious stewardship but through negotiated coordination among diverse stakeholders. The study concludes that Tadasu no Mori should be understood as a shared cultural commons whose sustainability depends on adaptive governance capable of balancing sacredness, public accessibility, ecological resilience, and contemporary socioeconomic demands.
