    The Provisional Government of Korea established "common education" as one of the three major duties of the people in the "Provisional Charter of the Republic of Korea." In April 1944, it revised the "Provisional Charter of the Republic of Korea" to define education as "a right of the people, which can be demanded by law." In essence, for the Provisional Government, education was an essential element for completing the construction of an independent, democratic nation and a fundamental right of all members of society. The Provisional Government, which institutionalized "education" administration within the framework of the general role of a modern state, systematized its educational ideology in the 1930s, establishing the ideal of a harmony of freedom and equality. The Provisional Government's vision for national foundation, which aimed for "free access to the highest level of education," was fully implemented upon returning to Korea after liberation. The Committee for the Establishment of Kookmin University was launched in 1946. ‘Universalization of education’ was the nation-building concept dreamed of by the Provisional Government and a necessary condition for moving toward a progressive democratic society. The Provisional Government and Shin Ik-hee, who systematized this, promoted the ‘establishment of a national university’ and this resulted in the founding of Kookmin University.
