The purpose of this research is to analyze the reality of the school organization experienced by the supervisor of Neulbom in four frames of Bolman & Deal to find out how to reconstruct the organizational structure and practice of the school field, as well as the identity and network of teachers. Semi-structured interviews were conducted with the supervisors of Neulbom and teachers, and the results of the analysis are as follows. The structural frame analyzed the attempts by the supervisor of Neulbom to manage the "transition period structure" between the school affairs, administration, and care structures and to secure continuity of work despite the limitations of the system design of a two-year term system. Through the human resource frame, the supervisor of Neulbom is an opportunity for individual teachers to take a break, adjust childcare, and manage their careers, while at the same time bringing paradoxical results of the leakage of key personnel and the replacement of competency inconsistencies in schools. Furthermore, by examining strategies for negotiating and mediating interests and power relations between principals, teachers' groups, parents, and the Office of Education through a political frame, and analyzing what image and metaphor this role is symbolized among school members through a symbolic frame, it was suggested that the supervisor of Neulbom is a new middle manager located at the intersection of policy, organization, and culture.
