This study compares and analyzes the guidelines established by major public service broadcasters (PSBs) worldwide to ensure public interest and trust in the utilization and service provision of Artificial Intelligence (AI) technologies. Eight PSBs were examined through qualitative content analysis: the BBC (UK), ZDF (Germany), ABC and SBS (Australia), CBC (Canada), PBS (USA), YLE (Finland), and KBS (Korea). The analysis revealed that these broadcasters commonly emphasize eight key principles: △human control, △journalistic values, △transparency, △responsibility, △users’ protection, △correction system, △partner’s content management, and △ guideline update. In particular, most broadcasters restrict the direct use of generative AI in fact-based content such as news and current affairs and require all AI-generated outcomes to undergo human editorial supervision and approval. This reflects the public broadcasters’ commitment to prioritizing public interest and trust over mere technological efficiency. By comparing AI guidelines from ethical, institutional, and editorial perspectives, this study provides practical insights and empirical resources for developing and revising AI governance frameworks in the public media sector.
