스페인 ‘쌍둥이 전환’의 정책적 성과와 구조적 한계 = Policy achievements and Structural limitations of Spain’s ‘Twin transition’

국문 초록 (Abstract)

본 논문은 유럽연합(EU)의 핵심 의제인 ‘쌍둥이 전환’을 선도적으로 구현하고 있는 스페인의 사례를 통해 녹색 전환과 디지털 전환의 결합이 지닌 정책적 성과와 그 이면에 숨겨진 구조적 한계를 고찰한다. 스페인은 차세대EU(NextGenerationEU) 기금의 최대 수혜국 중 하나로서 ‘회복, 전환 그리고 복원력 계획(Recovery, Transformation and Resilience Plan)’을 수립하고, 에너지 전환과 디지털 혁신을 국가 재건의 핵심 동력으로 삼고 있다. 스페인 쌍둥이 전환은 재생에너지 비중 확대와 디지털 기술 역량의 구축 등 가시적인 긍정적 성과를 거두면서 새로운 성장 동력임을 보여주었다. 하지만 실제 시행 과정에서는 기술적 낙관주의에 가려진 불평등 심화와 생태적 한계를 그대로 드러내고 있다. 이를 위해 Ⅱ장에서는 스페인 정부가 제시한 쌍둥이 전환의 기본 프레임워크인 ‘회복, 전환 그리고 복원력 계획’의 주요 내용과 그 의미를 살펴본다. Ⅲ장과 Ⅳ장에서는 녹색 전환과 디지털 전환의 주요 동향을 상세히 검토한다. 마지막으로 결론에서는 스페인 쌍둥이 전환 과정에서 나타난 여러 구조적 한계를 살펴보고 그에 대한 정책적 방향을 제언한다.

다국어 초록 (Multilingual Abstract)

This paper examines the policy achievements and underlying structural limitations of combining green and digital transitions, focusing on the case of Spain - a leading implementer of the European Union’s core ‘Twin transition’ agenda. As one of the largest beneficiaries of the NextGenerationEU(NGEU) funds, Spain established the ‘Recovery, Transformation and Resilience Plan(RTRP)’, positioning energy transition and digital innovation as the primary engines for national reconstruction. Spain’s Twin transition has demonstrated its potential as a new growth driver, yielding visible progress such as the expansion of renewable energy shares and the enhancement of digital technological capacities. However, the actual implementation process reveals deepening inequalities and ecological constraints that have been obscured by technological optimism. To this end, Chapter II explores the key components and significance of the RTRP, the Spanish government’s fundamental framework for the Twin transition. Chapters III and IV provide a detailed examination of the major trends within the green and digital transitions, respectively. Finally, the Conclusion investigates the various structural limitations encountered during Spain’s Twin transition and proposes a set of policy recommendations to address them.
