사회적기업의 공공성이 사회적 성과에 미치는 효과 = Effects of Publicness on Social Performance among Social Enterprises

국문 초록 (Abstract)

본 연구는 공공성 이론을 통해 사회적기업을 고찰하는 데 목적이 있으며, 구체적으로 사회적기업의 공공성이 사회적 성과에 미치는 효과를 실증적으로 규명하고자 하였다. 본 연구는 공공성 이론에 기초하여 사회적기업의 소유 구조와 자금 지원을 공공성 요인으로 구성하였다. 종속변수인 사회적 성과는 취약계층 고용률, 자원 연계 강도, 사회적 목적 재투자 강도, 그리고 근로자 임금 수준으로 측정하였다. 사회적기업의 공공성과 사회적 성과 간 관계를 분석하기 위해, 한국사회적기업진흥원이 공시한 2023년 사회적기업 자율경영공시 자료를 기반으로 다중회귀분석을 실시하였다. 본 연구는 데이터 클리닝 과정을 거쳐서 총 725개의 사회적기업을 분석하였다. 본 연구의 주요 분석 결과는 다음과 같다. 첫째, 사회적기업의 소유 집중도가 낮을수록, 즉 소유 구조가 분산된 영리조직이거나 비영리조직은 취약계층 고용률에 긍정적인 효과가 있었으나, 근로자 임금 수준에는 부정적 효과가 있는 것으로 나타났다. 둘째, 정부지원 강도는 취약계층 고용률에 긍정적 효과가 있었으나, 근로자 임금 수준에는 부정적 효과가 있는 것으로 확인되었다. 이러한 결과를 바탕으로 본 연구에서는 사회적기업의 사회적 성과 달성을 제고하기 위한 정책의 개선 방향을 논의하였다.

The study examined the extent to which the publicness of social enterprises influences their social performance, grounded in the theory of publicness. The integrated approach of publicness posits that publicness contributes to the realization of public value. In this study, publicness was evaluated based on ownership structure and funding sources, while social performance was measured using four indicators: the rate of vulnerable employees, the intensity of resource coordination, the intensity of reinvestment for social purposes, and the wage levels of employees. OLS multivariate regression analyses were performed using data from the 2023 Autonomous Management Disclosure of Social Enterprises, published by the Korea Social Enterprise Promotion Agency. The final sample included 725 social enterprises. The findings are as follows. First, a lower ownership concentration, such as dispersed for-profit ownership or non-profit status, positively influenced the rate of vulnerable employees, but negatively affected the employee wages. Second, the intensity of governmental support increased the rate of vulnerable employees, but negatively affected the wage levels of employees. This paper proposes policy directions based on these results to enhance the social performance of social enterprises.
