문화 ODA 사업 분석을 통한 한국 문화 ODA 방향성 검토 = A Study of Cultural ODA Based on Korean ODA Projects Analysis

국문 초록 (Abstract)

본 연구는 한국의 문화 ODA 현황과 수요를 분석하고, 이를 기반으로 문화 ODA 정책의 방향성을 검토하는 것을 목적으로 한다. 그동안 논의되었던 문화 ODA의 담론과 국제적 논의의 흐름을 검토하고, 문화체육관광부, 국가유산청, 한국국제협력단(KOICA)을 중심으로 한 문화 ODA 사업의 현황을 분석하였다. 또한 문화체육관광부에서 2021년부터 실시하고 있는 ‘문화 기반 지속가능한 발전 지원사업(KPSC)’ 수요조사 결과를 토대로 개발도상국이 요구하는 문화 ODA의 특성과 변화의 양상을 파악하였다. 사업 현황 분석 결과, 한국의 문화 ODA는 연수 중심의 사업 구조에서 중장기 프로젝트형 사업으로 전환되고 있으며, 문화유산 보존, 창의산업 진흥, 디지털 인프라 구축 등으로 사업 영역이 다변화되고 있다. 특히 ICT 기술을 활용한 디지털 전환형 사업에 대한 수요가 빠르게 증가하면서, 한국의 문화기술 역량을 바탕으로 한 한국 문화 ODA 모델 구축의 필요성이 확인되었다. 본 연구는 문화 ODA의 개념적 정립과 수요 기반 정책 개발의 중요성을 제기하였으며, 향후 중장기 전략 수립, 전문인력 양성, 사업평가체계 구축 등이 필요함을 시사한다.

This study analyzes the current status and demand of Korea’s cultural Official Development Assistance (ODA) and explores policy directions for its future development. It reviews the conceptual framework of cultural ODA, international discourse trends, and the implementation of major projects led by the Ministry of Culture, Sports and Tourism (MCST), the National Heritage Agency, and the Korea International Cooperation Agency (KOICA). Drawing on the results of the demand survey for the Korea-based Sustainable Development Support Project (KPSC), the study identifies key characteristics and evolving patterns of recipient countries’ cultural ODA demand. The findings reveal a shift from short-term, training-oriented programs to medium- and long-term project-based initiatives, expanding into areas such as cultural heritage preservation, creative industry promotion, and digital infrastructure development. The rising demand for ICT-based digital transformation projects further underscores the need for a Korean cultural ODA model grounded in cultural technology (CT) capacities. The study emphasizes the importance of conceptualizing cultural ODA and formulating demand-driven policies through mid- to long-term strategic planning, professional capacity- building, and comprehensive project evaluation systems.
