The 112 Emergency Dispatch and Operation Command Center is a department responsible for receiving, managing, and commanding 112 emergency calls, operating at the frontline of public safety alongside local police. However, recent major incidents—such as the Itaewon crowd crush and the Osong underpass flooding—have exposed functional and structural limitations of the current system, which are largely attributed to personnel shortages and inefficient reporting structures.
This study aims to analyze the operational status of the 112 Emergency Dispatch and Operation Command Center under the Gangwon Special Self-Governing Provincial Police Agency and propose organizational restructuring measures, including the establishment of a unified command system and departmental consolidation for improved efficiency. To achieve this, the study examines legal foundations and organizational integration theories, while reviewing domestic and international case studies and prior research to diagnose current operational challenges.
The findings emphasize the need to maintain the national police system for the 112 Emergency Dispatch and Operation Command Center, secure human resources through integrated operations, and restructure the command system. In particular, considering the unique context of Gangwon Province’s pilot implementation of a dualized autonomous police system, the study suggests the applicability of a metropolitan-level command center model and efficient personnel allocation strategies. These insights aim to serve as foundational data for future nationwide discussions on organizational reform.
