미국산 감자 관세 철폐가 국내 감자 시장에 미치는 영향분석 = An Analysis of the Impact of US Potato Import Tariff Elimination on the Korean Potato Market

국문 초록 (Abstract)

트럼프 2기 행정부는 출범과 함께 교역상대국과의 무역 협상에서 대미 수출 품목 관세인상과 함께 미국 주요 농산물 수입 개방 확대를 요구하고 있다. 감자는 미국 정부가 우리나라에 수입 확대를 요구하는 주요 농산물 중 하나로 무역 협상을 통해 추가적인 수입이 허용된다면 국내 감자시장에 큰 영향을 미칠 것으로 예상된다. 이에 본 연구는 동태 부분균형모형(Dynamic Partial Equilibrium Model)을 이용하여 2025년부터 2039년까지 미국산 감자 수입 관세 철폐가 국내 감자 시장에 미치는 영향을 사전적으로 분석하였다. 분석 결과, 2025년부터 미국산 감자 관세가 철폐되면, 2039년 감자 수입량은 기준전망치 대비 30.4% 증가하고, 이는 다시 농가가격을 8.2% 하락 시키는 것으로 예상된다. 또한 농가가격의 하락은 기준전망치 대비 생산량을 6% 감소시키고, 농업생산액을 13.8% 하락 시켰다. 관세 철폐의 영향을 총액으로 살펴보면, 2025∼2039년 기간 동안 감자 농업생산액은 기준전망치 대비 누적 1조 5,890억 원, 연평균 1,060억 원이 감소하는 것으로 추정되었다. 본 연구 결과는 감자 관련 정책 담당자와 생산 농가들의 의사결정과정에 유용한 자료로 이용될 수 있을 것으로 기대된다.

The Trump administration has been demanding higher tariffs on Korean exports to the U.S. and greater market access for major U.S. agricultural products in trade negotiations with South Korea. Potatoes are one of the major agricultural products that the U.S. government is requesting South Korea to increase its imports of, and if additional imports are permitted through trade negotiations, it is expected to have a significant impact on the Korean potato market. This study analyzed the impact of the elimination of import tariffs on U.S. potatoes from 2025 to 2039 on the Korean potato market using a dynamic partial equilibrium model. The analysis results show that if the import tariff on US potatoes is abolished immediately in 2025, the potato agricultural production value is estimated to decrease by an annual average of 106 billion won compared to the baseline between 2025 and 2039. It is expected that the results of this study will provide useful information for decision-making processes of policymakers and producers related to potatoes.
