김정은 시대 북한의 사이버-AI 국가전략: 전략적 인식, 역량 강화, 대외협력 = North Korea’s National Cyber–AI Strategy under Kim Jong–un : Strategic Perception, Capacity–Building, and External Cooperation

국문 초록 (Abstract)

제재와 고립된 환경에서 북한의 AI 기술 개발 동향은 어떠한가? AI 기술의이중용도 특성과 사이버 위협 행보를 고려할 때 북한의 디지털 기술 발전현황을 체계적으로 파악하는 것이 중요하다. 본 연구는 북한이 어떻게디지털 전환 시대를 인식하고, 내부 역량을 강화하며, 대외협력을 구축하고 있는지를 국가전략의 프레임으로 분석한다. 특히 사이버와 AI를 개별기술로 보지 않고, 상호 강화하는 넥서스(nexus)적 특성에 주목한다. 사이버 공간에서 생성된 데이터를 AI가 학습하고 다시 환류되는 피드백 루프가형성되므로 통합적 분석이 필요하다. 연구 결과 북한은 제한된 자원과고립된 환경에서도 사이버-AI 분야를 의도적이고 전략적으로 발전시키며, 정권 생존과 사회 발전, 외교 전략을 포괄하여 역량 강화를 추진하고 있음을 확인하였다. 그러나 폐쇄망으로 인한 데이터 부족, 에너지 문제, 하드웨어 한계 등 구조적 제약이 존재한다. 본 연구는 북한의 기술 발전에 대한통합적 접근의 중요성을 제기하며 향후 관련 연구의 토대를 제공하는 데의의가 있다.

다국어 초록 (Multilingual Abstract)

How is North Korea’s AI development evolving under conditions of sanctions and isolation? Given the dual–use nature of AI and North Korea’s cyber threat posture, it is essential to systematically assess the country’s digital transformation. This article analyzes how North Korea perceives the era of digital transformation, strengthens internal capabilities, and builds external cooperation through the lens of national strategy. In particular, it focuses on the cyber–AI nexus: rather than treating cyber and AI as separate technologies, it conceptualizes them as a mutually reinforcing feedback loop in which AI learns from data generated in cyberspace and the results are fed back to enhance cyber systems.
The findings show that, despite limited resources and isolation, North Korea is intentionally and strategically promoting cyber–AI capabilities as part of a broader strategy for regime survival, social development, and diplomatic leverage. At the same time, structural constraints — such as data scarcity resulting from closed networks, chronic energy shortages, and hardware limitations —significantly constrain this effort. By advocating for an integrated approach to North Korean technological development, this study underscores the importance of a holistic approach to North Korea's technological development and provides a foundation for future research.
