    일본은 저출산 문제 해결을 위해 중앙정부 주도의 정책 추진에서 벗어나 지역사회와 주민 참여를 중심으로 한 동반형 지원제도로 전환하고 있다. 본 연구는 일본의 출산 및 육아 정책이 현금ㆍ현물 지원 중심에서 관계적 지원으로 전환되는 과정을 주민참가형 거버넌스 관점에서 분석한다. 특히 산후케어 사업과 상담 지원제도를 중심으로 지방자치단체가 지역의 의사협회, 간호사협회, NPO 단체, 주민 자원봉사자 등 다양한 주체들과 협력하여 임산부와 육아 가정을 지역사회 네트워크에 연결하는 방식을 검토한다.
    연구 결과, 동반형 지원제도는 단순한 경제적 지원을 넘어 개인이 지역사회와 지속적으로 관계를 유지하며 사회적 고립을 예방하는 것을 목표로 한다. 지방자치단체는 코디네이터 역할을 수행하며 지역의 시설, 공간, 인적 자원을 유기적으로 연계하여 ‘함께 살아가는 일상’을 구축하고 있다. 이러한 정책 전환은 가족 기능의 사회화를 추구하며, 지역 공생사회 구축이라는 비전을 실현하는 방향으로 발전하고 있다.

    Japan is transitioning from central government-led policies to accompaniment-based support systems centered on community participation to address its declining birth rate. This study analyzes Japan's shift from cash and in-kind benefits to relational support through participatory governance. Focusing on postpartum care and consultation services, it examines how local governments collaborate with medical associations, NPOs, and community volunteers to connect families with community networks.
    The findings show that accompaniment-based support aims to prevent social isolation by maintaining continuous community relationships beyond economic assistance. Local governments coordinate regional resources to construct “everyday life lived together,” advancing toward a community-based symbiotic society through the socialization of family functions.
