The convergence of data intelligence (DATINT) and cybersecurity has emerged as a critical domain in contemporary national security. This study examines the current state, challenges, and strategic implications of integrating DATINT with cybersecurity frameworks, drawing upon recent research findings and international trends.
First, legal and regulatory frameworks require systematic reform to address emerging threats posed by AI, big data, and cross-border data flows, while ensuring the protection of privacy and democratic principles. Second, organizational innovation and strengthened public-private cooperation are essential for enhancing analytical capabilities and rapid threat response, as demonstrated by leading intelligence agencies such as the NSA and CIA. Third, balancing digital sovereignty with international cooperation is crucial to sustain both national security and global information exchange. Fourth, technological integration—spanning AI, cloud computing, IoT, and quantum computing—must be complemented by robust cybersecurity protocols to mitigate new vulnerabilities. Finally, ethical and societal accountability, including transparency, civil rights protection, and algorithmic responsibility, is necessary to maintain public trust and governance legitimacy.
The findings suggest that a holistic approach—incorporating legal, organizational, technological, and ethical dimensions—is vital for maximizing the strategic value of DATINT in national security. Ongoing research and policy development are recommended to ensure the sustainable and responsible use of data intelligence in an increasingly complex digital and geopolitical landscape.
