This study examines the key directions of U.S. military innovation amid the era of great power competition. The United States is using AI technology to shift its paradigm from physical, attrition-based warfare to 'Decision-Centric Warfare,' which focuses on paralyzing the enemy's decision-making process. This transition is being implemented along two main lines of effort. The first is building the Joint All-Domain Command and Control(JADC2), a digital neural network that uses AI to link sensors and effectors in every domain. The second is implementing the 'Mosaic Warfare' concept, which involves flexibly combining large-scale, low-cost teams of manned and unmanned systems. This study provides a deep-dive analysis of America's future military build-up, which seeks to secure decisive decision-making advantage by combining JADC2 and Mosaic Warfare.
