This study examines the continuity of traditional functions and the patterns of transformation in the locality of pavilions [nujŏng, 樓亭] in the Jeonnam region during the Japanese colonial period. In the Joseon period, pavilions served as cultural and communal spaces where local literati gathered to compose poetry, sustain kinship relations, and uphold Confucian social order. During the colonial period, however, these pavilions were reappropriated as sites of the modern public sphere, accommodating new forms of social practice such as youth association meetings, farmers’ and labor unions, night schools, and public lectures. Drawing on pavilion survey reports, newspaper articles, and sapho-gye (archery fraternity) records, this study classifies pavilion usage into four types: (1) continuity of traditional functions, (2) bases for social movements, (3) educational and enlightenment spaces, and (4) multifunctional hybrid spaces. The case of Yeongbojeong[永保亭] in Yeongam shows that the continuity of personal networks linking sapho-gye and youth associations served as a key mechanism enabling the articulation of tradition and modernity within locality. These findings indicate that pavilions were not merely aesthetic landscapes, but hybrid public spheres where traditional cultural frameworks intersected with modern sociopolitical practices. This study thus reinterprets pavilions as historical and cultural arenas that mediated the transformation of local communities during the colonial era.
