지역복지관 사회복지사의 정신건강 실천에 대한 인식과 정체성 변화에 관한 연구 = Perceptions and Role Identity Changes of Social Workers at Community Welfare Centers Regarding Mental Health Practice

국문 초록 (Abstract)

본 연구는 지역복지관 사회복지사들의 정신건강 실천 과정에서의 역할 인식 변화를 심층적으로 탐색하기 위한 목적으로 수행되었다. 이를 위해 서울·경기 지역 소재 지역복지관에 근무하는 사회복지사 13명을 대상으로 심층면접을 실시하였으며, 현상학적 분석 방법을 통해 네 가지 핵심 주제를 도출하였다. 분석 결과, 첫째, 사회복지사들은 낯선 실천 세계로의 진입 과정에서 정신질환에 대한 편견과 전문성 부족으로 인한 막연한 두려움과 역할 혼란을 경험하였다. 둘째, 정신건강복지센터 등 정신건강전문기관과의 실천 영역의 경계에서 협력과 차별화를 동시에 모색하며 복지관다운 정신질환자 회복지원 실천 방향성을 탐색하였다. 셋째, 인력과 예산의 제약, 슈퍼비전 부재 등 구조적 한계 속에서도 정신건강 실천의 지속가능성을 확보하기 위해 버팀과 불안이 교차하는 경험을 하였다. 넷째, 정신건강 실천 경험은 사회복지사들에게 지역복지 실천가로서의 지평을 확장하는 계기로 작용하였다. 이들은 정신질환자를 ‘치료의 대상’이 아닌 ‘함께 살아가는 주민’으로 재인식하며, 복지관을 지역사회 내 회복을 지원하는 생활밀착형 거점으로 발전시켜 나갔다. 이상의 연구결과를 토대로 지역복지관 사회복지사의 실천 역량 강화를 위한 교육과정의 개발 및 운영, 지역복지관 기반의 정신건강복지사업 운영 모델 개발, 인력 및 재정 지원 확대, 정신건강사회복지전문요원의 배치, 지역정신건강복지협의체 구축의 필요성을 제언하였다.

This study aimed to explore in depth the changes in perceptions and role identity changes of social workers at community welfare centers regarding mental health practice. In-depth interviews were conducted with 13 social workers in Seoul and Gyeonggi Province, and phenomenological analysis identified four core themes. First, social workers experienced fear and role confusion stemming from the stigma toward mental illness and their limited expertise. Second, they sought both cooperation and differentiation at the boundary of practice with mental health centers while developing a recovery-oriented approach unique to community welfare centers. Third, despite limited staffing, supervision and budgets, they pursued sustainable practice while balancing anxiety and perseverance. Fourth, their experiences broadened their professional identity and perspective as community-based practitioners, redefining people with mental illness as neighbors rather than the objects of treatment. The findings underscore the need to develop and implement training programs, establish an operational model for community welfare center-based mental health services, expand staff and financial resources, assign mental health specialists, and build community mental health networks to better support social workers’ practice within community welfare centers.
