The purpose of this study is to analyze the operation status of the Coastal Safety Guard system operated by the Korea Coast Guard, derive problems that appear in the process of operating the system, and suggest efficient and sustainable improvement measures. The coastal safety guard system is a system that selects personnel with basic knowledge of the ocean and an understanding of the coastal topography of the region among local residents and puts them into coastal accident prevention and response activities, and has achieved certain results since its introduction in 2021.
However, in the field, there are several limitations, including inefficiency in work organization due to autonomous work systems, insufficient initial measures in case of accidents, physical limitations centered on elderly personnel, and inconsistency with time zones of coastal accidents.
Therefore, this study investigated and analyzed the operation status, work system, and education status of coastal safety guards, focusing on maritime police police stations nationwide, and as a result, it was confirmed that the current system is operating mainly on job creation, so the accident prevention function is not fully demonstrated.
