    In the era of rapid digital transformation, digital literacy has emerged as a core competency for future generations. Consequently, there is a growing imperative in the educational field to foster practical foundational literacy that enables learners to proactively navigate digital environments, moving beyond mere technical skills. Specifically, the rapid proliferation of digital technologies and AI has created an urgent need to establish a foundation for systematically assessing and supporting students’ foundational digital competencies. However, the current national curriculum remains descriptive and lacks level-based structures, making it necessary to develop a framework aligned with international standards. This study aims to derive a digital basic literacy framework for elementary and middle school students by analyzing domestic and international digital literacy standards. Through a literature review, expert FGIs, two Delphi rounds, research team meetings, and a field applicability review, five domains were identified. Use of Digital Systems includes the ability to use Digital Devices, Software, and Artificial Intelligence. Use of Digital Data encompasses Searching and Collecting, Storing and Managing, Representing and Analyzing, and Evaluating and Creating. Digital Interaction consists of Communication and Collaboration. Digital Problem-Solving includes Understanding Problems, Problem-Solving Procedures, and Problem-Solving and Evaluation. Digital Citizenship contains Digital Safety, Digital Well-being, Digital Ethics, and AI Ethics. The derived domains will be used as the framework for developing a digital literacy diagnostic tool.
