역사문화자원 기반 강원특별자치도 도시재생의 전개와 정책적 함의 = Urban Regeneration Based on Historical and Cultural Resources in Gangwon Special Self-Governing Province - Evolution and Policy Implications-

국문 초록 (Abstract)

본 연구는 한국 도시재생 정책의 전개 속에서 강원특별자치도의 도시재생사업이 역사문화자원과 결합하는 양상을 시기별⋅지역별로분석하였다. 강원도의 도시재생은 국가 정책 변화와 밀접히 연계되면서도 지역 고유 자원을 활용하여 차별화된 전략을 추진하였다. 초기단계에서는 물리적 환경 개선이 중심이었으나, 점차 다양한 유형⋅무형 자원이 교육, 관광, 주민참여와 결합하며 복합적 모델로 확장되었다.
또한 폐광, 동해안, 내륙, 접경 등 지역별 맥락에 따라 자원의 특수성을 결합하여 차별화된 재생 전략을 구현하였다. 이러한 분석을 통해본 연구는 향후 역사문화자원 활용의 통합 전략과 무형자원의 제도화, 주민 주도 운영 체계의 필요성을 제언한다.

This study examines the integration of urban regeneration projects in Gangwon Special Self-Governing Province into historical and cultural resources within the broad development of urban regeneration policies in Korea. Although closely aligned with shifts in national policy, differentiated strategies have been developed for Gangwon’s projects by utilizing local resources.
Initially focused on physical improvements, the projects gradually expanded into complex models that incorporate education, tourism, and community participation. Distinct regional contexts, such as mining areas, coastal zones, inland cities, and border regions, have contributed to the formation of unique approaches for resource utilization. Based on these findings, the study points out the need for integrated strategies for resource use, institutionalization of intangible heritage, and the establishment of resident-led governance systems.
