보훈 갈등의 다층적 구조와 국가통합을 위한 실천적 정책 접근 연구 = A Study on the Multi-layered Structure of Veterans Affairs Conflicts and Practical Policy Approaches for National Integration

국문 초록 (Abstract)

본 연구는 대한민국 보훈 이념을 둘러싼 다층적 갈등 구조를 분석하고, 이를 극복하여 국가통합을 실현하기 위한 실천적 정책 접근을 모색하였다. 보훈은 국가를 위한 희생과 공헌을 기리는 공공 이념으로, 국민 정체성과 사회통합을 강화하는 핵심 수단임에도 불구하고, 보상과 예우의 불균형, 세대 간 인식 차이, 보훈단체 간 이념 갈등, 그리고 국민과 국가유공자 간의 거리감 등 다양한 갈등 요인이 존재한다. 또한 정치적 역사 왜곡과 보훈의 정치화는 이념 훼손을 심화시키고 있다. 본 연구는 이러한 갈등의 구조적 원인을 규명하고, 통합적 보훈 이념 정립과 사회통합을 위한 정책 방향을 제시하였다. 주요 제언으로는 객관적이고 투명한 국가유공자 예우 체계 구축, 세대 간 보훈 교육 및 소통 강화, 보훈단체 간 협력 및 갈등 조정기구 설치, 그리고 국민 참여형 인식 개선 전략 실행이 포함된다. 이를 통해 보훈이 특정 집단의 기억을 넘어 국민 모두가 공유하는 보편적 가치로 자리매김하고, 사회적 연대와 국가정체성 회복에 기여할 수 있음을 강조한다. 본 연구는 보훈 정책의 공정성과 통합성을 강화하여 국민통합의 기반을 다지는 데 실질적 방향을 제공한다.

This study analyzes the multil-layered conflict structure surrounding the ideology of veterans' affairs in South Korea and explores practical policy approaches to overcome these conflicts and achieve national integration. Although veterans' affairs serve as a public ideology honoring sacrifices and contributions to the nation and play a key role in strengthening national identity and social cohesion, various conflict factors exist, including disparities in compensation and benefits, generational differences in perception, ideological conflicts among veterans' organizations, and social distance between the public and veterans. Furthermore, political distortion of history and politicization of veterans' affairs exacerbate ideological deterioration. The study identifies the structural causes of these conflicts and proposes policy directions for establishing an integrative veterans' ideology and promoting social integration. Key recommendations include establishing an objective and transparent system for veterans' recognition and benefits, enhancing intergenerational education and communication on veterans' issues, instituting cooperative and conflict-resolution bodies among veterans' organizations, and implementing public participation-based strategies to improve awareness. Through these measures, veterans' affairs can transcend being a memory exclusive to specific groups and become a universal value shared by all citizens, contributing to social solidarity and the restoration of national identity. The study provides practical guidance to reinforce fairness and integration in veterans' policies as a foundation for national unity.
