Currently, our country is facing a rapidly changing public procurement environment. Public procurement policies and systems are making steady efforts to respond to the changing environment, but there are doubts about their effectiveness. Therefore, it is necessary to explore the strategic operation direction of the Public Procurement Service as a national central procurement agency and to seek a new strategic direction for public procurement that can respond systematically. Overseas advanced countries such as the OECD and the EU have traditionally recognized public procurement as an efficient means of fiscal execution. However, facing the global financial and fiscal crisis around the 2010s, they have actively adopted and operated ‘strategic public procurement’ as an effective means to promote and support the implementation of horizontal government policies such as supporting small and medium-sized enterprises, promoting innovation, strengthening green/eco-friendliness, and pursuing social values. Accordingly, the purpose of this study is to seek ways to improve our country’s strategic public procurement policy.
