기후난민을 중심으로 살펴본 난민교육의 과제 :‘창의적으로 긴장 끌어안기’ = Challenges of refugee education with a focus on climate refugees : Creative tension-holding

국문 초록 (Abstract)

우리는 현재 기후가 급격히 변화하고 있는 시대에 살아가고 있으며 이러한 상황은 사회 전반에 걸쳐 다양한 문제를 야기하고 있다. 이런 맥락에서 점점 심화되고 있는 기후위기는 기후난민, 환경이주민, 환경난민 등으로 불리는 새로운 유형의 난민을 양산하고 있으며, 현재 이들의 수는 전쟁 등으로 발생한 난민 수보다 훨씬 더 많다. 이에 이 연구에서는 기후난민을 중심으로 한 난민교육의 과제를 교육이론적 영역과 교육실천적 영역 각각에서 고민해 보았다. 먼저 기후난민을 중심으로 한 난민교육의 이론적 과제로 이 연구에서는 교육학과 생태경제학의 접목을 제안하였다. 생태경제학은 경제가 생산과 소비의 무한순환을 통해 무한히 성장할 수 있다는 보수주의 주류경제학과 달리 인간의 경제활동이 지구 생태계의 일부에 불과하다는 관점에서 지구가 견딜 수 있는 한도 내에서 경제 활동을 해야 한다고 주장하며 지금과 같은 기후위기 시대에 많은 관심을 받고 있다. 생태경제학은 또한 이러한 입장에서 궁극적으로 생태정의와 사회정의는 함께 갈 수밖에 없다는 점을 강조하는데, 바로 이 부분에서 교육의 역할이 중요하게 부각된다. 다음으로 이 연구에서는 기후난민 이해를 위한 교육실천적 과제로 리바운드 효과(반등효과)를 중심으로 우리의 평범한 일상을 돌아보는 교육 활동들을 제안하면서 이 활동이 개인 단위가 아니라 집단 단위에서 실천되는 것이 중요함을 강조하였다. 아울러 기후난민과의 공존을 위해서는 다양한 생명체들의 가장 기본적인 공생전략으로서 다양성 확보의 가치에 바탕을 둔 교육실천이 중요한데, 이 연구에서는 이런 맥락에서 학생도 교사도 공동체 구성원의 다양성 확보가 갖는 실존적 가치를 체감할 수 있도록 교육공간에서 직접 난민당사자와 접촉할 수 있는 기회를 마련할 것을 제안하였다. 이런 경험은 우리가 기후난민을 포함하여 지금 시대 다양한 사람들의 공존을 위해 필요한 새로운 서사, 새로운 공동체 이야기를 만들어 나가는 데 소중한 기여를 할 것이다.

We are currently living in an era of rapid climate change, which is triggering a wide range of social, economic, and environmental challenges. Among these, the deepening climate crisis has given rise to a new category of displaced populations—commonly referred to as climate refugees, environmental migrants, or environmental refugees—whose numbers now surpass those displaced by war. In response to this pressing issue, this study explores the educational challenges related to climate refugees from both theoretical and practical perspectives.
On the theoretical level, this research proposes integrating educational theory with ecological economics, which, unlike conventional economics assuming infinite growth, argues that economic activity must remain within the Earth's ecological limits. Emphasizing the link between ecological and social justice, it highlights the essential role of education in the climate crisis. From a practical standpoint, the study introduces educational activities on the rebound effect that prompt learners to critically reflect on daily life. Designed for collective rather than individual engagement, these activities stress the value of community-based learning.
Furthermore, to foster coexistence with climate refugees, the study underscores the importance of securing diversity—a fundamental survival strategy across life forms. It proposes creating opportunities for direct encounters with refugees in educational spaces, enabling students and teachers to experience the value of diversity within a learning community. These experiences can help generate new narratives and communities essential for collective coexistence in the climate crisis era.
