This study aims to derive strategic implications for the sustainable development of Korean regional universities by conducting a comparative analysis between Mondragon University in Spain and regional universities in Korea. Mondragon University demonstrates a distinctive model of development characterized by cooperative governance, integration with local industries, realization of social value, diversified financial structures, and the social reinvestment of outcomes. In contrast, Korean regional universities face structural challenges such as a hierarchical governance system centered on boards and presidents, financial dependency on tuition fees and government subsidies, employment-oriented curricula, and limited university-industry collaboration and community engagement.
The comparative analysis confirms that Mondragon University’s democratic and participatory governance, regionally tailored education and research ecosystem, social value-centered financial and performance management, and its mutually beneficial relationship with the local community offer a sustainable development model that Korean regional universities could effectively benchmark. The policy and practical implications of this study include the need to adopt a collaborative governance model involving universities, local governments, industries, and communities; to strengthen university-industry cooperation and regional partnerships; to expand education and practice in the social economy; to establish a sustainable financial and performance management system; and to emphasize endogenous development strategies led by local stakeholders.
