    본 연구는 지역사회통합돌봄 정책의 실행 특성을 이해하기 위해 서울시의 ‘돌봄SOS센터 추진 기본계획’과 부산시의 ‘부산형 통합돌봄 추진 기본계획’ 을 사례로 하여 복지다층체계 분석틀을 적용한 비교연구를 수행하였다. 연구 목적은 중앙정부의 정책 기조와 지방정부의 정책 설계 및 실행 간의 상호작용 구조를 파악하고, 각 지역이 어떻게 자율성과 지역성을 발휘하고 있는지를 분석하는 데 있다. 이를 위해 국가광역기초지역사회로 이어지는 수직적 정책 체계를 중심으로 각 층위의 제도적·조직적 특성을 분석하였다. 연구 결과, 서울시는 정부 주도 정책과는 별개로 독자적인 계획을 수립하여 추진한 반면, 실행 과정에서는 행정기관 중심의 관료적 구조가 강하게 작동하고 있었으며, 부산시는 중앙정부의 기본 방향을 수용하면서도 민관협력 및 주민참여 중심의 실행 전략을 강조하는 모습을 보였다. 특히 각 층위 간 조응 방식과 실행 구조에서 상이한 특징이 나타나, 동일한 정책목표 하에서도 구조적 모순이 내포되어 있음을 확인할 수 있었다. 본 연구는 지역사회통합돌봄 정책의 이행 방식이 단일한 수직 구조에 따라 결정되는 것이 아니라, 다층적인 제도 환경과 지역 맥락의 상호작용에 의해 구성됨을 보여주며, 향후 정책 설계 시 다층적 연계 전략과 지역 맞춤형 실행 구조에 대한 고려가 필수적임을 제안한다.

    This study examines how community care policies are locally implemented in South Korea through a comparative analysis of Seoul and Busan. Drawing on a multi-layered welfare governance framework, the research explores how different localities interpret, structure, and operationalize the national vision of community care within their respective institutional and administrative contexts. Methodologically, this study employs comparative case study analysis, focusing on the “Care SOS Center Implementation Plan” in Seoul and the “Busan-type Integrated Care Master Plan” in Busan. Both documents are analyzed across four levels of governance: national, metropolitan, municipal, and community. Each level’s roles, actors, and organizational configurations are evaluated to understand how care services are delivered and governed.
    Findings suggest a clear divergence in implementation logic. Seoul, although autonomous in initiating its own plan outside the national framework, remains institutionally centralized, with local administrations (especially community service centers) serving as primary operators. In contrast, Busan aligns more closely with central government guidelines yet places stronger emphasis on public-private partnerships and resident engagement. These contrasts reveal structural contradictions inherent in Korea’s community care policy namely, the tension between central control and local autonomy. This study contributes to the field by applying a multi-layered governance perspective to integrated care policy, highlighting the need for region-specific strategies that address not only formal institutional design but also the operational realities of care at the local level.
