    Since the division of North and South Korea, socio-cultural differences, including language, have continued. Many aspects of road traffic standards have also been systematized differently. Looking at the traffic-related terms in the Road Traffic Act of North and South Korea, there are many terms that are similar but difficult to communicate with each other. Therefore, drivers and pedestrians may experience a lot of confusion during the process of promoting inter-Korean exchanges or unification, when residents of the North and South come and go. This confusion can threaten the lives of drivers and passengers.
    We must prepare for the activation of inter-Korean exchanges and unification. If the Kaesong Industrial Complex and Mt. Geumgang tourism are restored and full-scale inter-Korean exchanges are activated, the first thing that can happen is an explosive increase in vehicle operations for transporting personnel and materials. However, in the past, Mt. Geumgang tourism and personnel entering the Kaesong Industrial Complex experienced human and economic losses and damages because they did not properly understand road traffic standards, but the reality is that research on inter-Korean road traffic safety standards is still insufficient.
    Therefore, in order to prevent confusion caused by different road traffic systems in the process of future inter-Korean exchange and cooperation, After comparing and analyzing the road traffic safety standards and pedestrian and vehicle safety standards of South and North Korea, this study suggested policy directions for standardizing the road environment, integrating the Road Traffic Act, considering the Northeast Asian region, and standardizing road traffic standards. To this end, the revised 2021 Road Traffic Act and the revised 2022 Road Traffic Act Enforcement Regulations of North Korea were used as basic data. This study can be used as basic data for establishing inter-Korean road traffic standards policies in the process of activating inter-Korean exchange in the future.
