1950~1970년대 서울의 하수도 사업과 청계천하수처리장 = A Study on Seoul Sewage project in the 1950s and 1970s and Cheonggyecheon Sewage Treatment Plant

국문 초록 (Abstract)

본 연구는 1945년부터 1970년대까지 서울시 하수도 행정 및 하수도법의 변화 와 관련 제도를 살펴보고 그 과정에서 우리나라 최초의 하수처리장이 계획되었 음을 짚고 어떤 과정을 거쳐 준비되고 완공되었으며 이후의 변화는 무엇이었는 지 고찰하였다.
광복 이후 서울의 하수도 사업은 정치적 혼란과 재정 문제로 기존 시설을 유 지·보수하기도 어려운 실정이었다. 6·25전쟁의 휴전 이후 전쟁 복구를 위한 각 종 원조에 힘입어 서울시의 건설 사업과 하수도 관련 사업이 진행되었다. 1950 년대 서울시 하수도는 관거와 맨홀, 오수받이와 같은 부속 설비 위주로 시설되 었고, 하수도를 구성하는 시설은 배수펌프장, 하수처리장은 존재하지 않았다. 6·25전쟁의 복구공사가 마무리되면서 점차 수도의 면모와 도시의 기능을 일신 하는 하수도 개수사업으로 나아갔다.
1960년대에 이르러 하수도와 관련한 법제들이 마련되었다. 그중에서도 하수 도법은 다양한 법률에 분산 규정되어 있던 하수도에 관한 사항을 모아 규정한 우 리나라 최초의 하수도법이었다. 한편 하수도법이 마련되는 과정은 1960년대 서 울시가 하수도 사업과 하수 행정을 발전시켜 나가는 과정과 맞물려 진행되었다. 1962년 서울시는 하수처리장 건설을 검토하여 청계천하수처리장 건설계획을 마 련하였고 이 계획은 하수도법안 상정에도 영향을 끼쳤다.
서울시의 청계천하수처리장 건설 사업은 미국 정부의 AID 개발차관을 받아 진행되었다. 청계천하수처리장의 건설 과정은 주변 시설의 건설과 하천 및 도시환경 정비에도 영향을 끼쳤다. 서울시의 두 번째 하수처리장이 청계천하수처리 장 인근에 착공되었고, 서울시 일반 가정의 변소개량이 추진되어 하수 처리와 하 수도망의 정비가 도모되었다. 청계천하수처리장의 완공 이후 서울시 하수 행정 은 체계적으로 정립되어 갔다. 서울시 하수국과 종합종말처리사업소가 신설되어 도시 정비의 효율성을 높이며 환경오염 방지 정책을 수립하였다. 또한 서울시의 하수 행정은 나아가 국가 차원의 하수 처리 계획과 실행을 위한 기반을 마련하는 데에도 기여했다.

다국어 초록 (Multilingual Abstract)

This study looked at changes in Seoul’s sewer administration and sewerage laws and related systems from 1945 to the 1970s. And in this process, the background of the con- struction of the Cheonggyecheon Sewage Treatment Plant and the changed appearance were considered.
In the 1950s, Seoul’s sewage system was poorly installed, and sewage treatment plants did not exist. With the completion of the restoration work of the Korean War, the sew- erage repair project gradually changed the face of the capital and the function of the city. By the 1960s, laws related to sewage systems were established. Among them, The Sewerage Act was the first sewage law in Korea to collect and stipulate matters related to sewage systems that were distributed in various laws. On the other hand, the process of preparing The Sewerage Act was carried out in conjunction with the Seoul Metropolitan Government’s development of sewer-related projects and administration in the 1960s.
The Seoul Metropolitan Government has set up a plan to build a Cheonggyecheon Sewage Treatment Plant to prevent water pollution and improve the urban environment. And this project could be carried out with the US government’s AID development loan. During the construction of the Cheonggyecheon Sewage Treatment Plant, the latrines of general households in Seoul were improved. Since the completion of the Cheonggye- cheon Sewage Treatment Plant, the environment around the sewage treatment plant has improved. And the sewage administration in Seoul was systematically established. In ad- dition, the Seoul Metropolitan Government’s sewage administration has further contrib- uted to laying the foundation for the planning and implementation of sewage treatment at the national level.
