‘교권 보호 4법’ 개정의 의미와 교육활동 보호의 법적 과제 분석 = Analysis of the Meaning and Future Tasks of the Revision of the “Four Laws to Protect Teachers' Education Rights”

The revised “Four Laws on the Protection of Teachers' Education Rights” in September 2023 require comprehensive understanding due to the extensive changes in laws and provisions, often leaving field teachers, pre-service teachers, and parents unfamiliar with its content and significance. This paper elucidates the meaning of the revised acts, emphasizing the re-establishment of parental roles in the educational community, providing a legal foundation against malicious civil complaints, and enhancing protection for both teachers and students' right to learn.
To effectively implement the revised legislation and fortify the safeguarding of teachers' educational activities, key legislative and policy improvements are proposed. Firstly, the allocation of budget, manpower, and facilities should be supported for the efficient execution of the 'Four Laws on the Protection of Teachers' Rights' and the associated 'Notice on Teachers' Student Life Guidance.' Secondly, teaching qualifications should encompass educational laws and regulations necessary for effective teaching performance. This integration aims to empower teachers with a clear understanding of their authority and responsibilities, enabling them to protect themselves and respond adeptly to challenges in educational activities.
