1960년대 노사관계 담론의 양상과 ‘노사협조' = The Characteristics of Labor-Management Discourse and 'Labor-Management Cooperation' in the 1960s Korea

In the 1960s, the industrial relations theory aimed to contribute to economic growth and modernization by emphasizing productivity improvement, as well as promoting equal relations between labor and management, production-oriented unions, and labor-management cooperation. While there was a common goal of improving backward labor relations, there were divergent views on the role of the state and the emphasis on autonomous and bilateral labor relations. Regarding the Joint Consultation Committee, conflicting perceptions were expressed regarding performance distribution and workers’ participation. In the labor movement, responsibility for labor-management cooperation was placed on employers, while a trend of utilizing management-oriented labor relations knowledge began to emerge.
The Korea University Institute for Research on Labor and Employment, Sogang University Institute for Labor and Management, and Office of Labor Affairs spread knowledge on production-oriented and labor-management cooperation-oriented labor relations. The prominent labor economist, Yoon- Hwan Kim, referred to Western social sciences and modernization theories to systematize his own industrial relations theory and conducted research on Korea's labor movement under colonial Korea. His perspective were based on a production-oriented theory of labor-management cooperation, and were in contrast to the critiques of productivity and labor-management cooperation theory by Hyun-chae Park, who actively sought to politicize the labor movement. In the 1960s, while labor-management relations demanded improvement in the harsh reality of low wages and poor labor conditions, they faced limitations in resolving these issues.

국문 초록 (Abstract)

1960년대 노사관계론은 경제성장과 근대화에 기여하기 위하여 생산성 제고를 비롯해 노사 대등한 관계와 생산지향적 노조, 노사협조 등을 지향하였다. 후진적인 노사관계 개선에 공통적 입장이었지만, 국가의 역할을 강조한 입장과 자율적, 양자적 노사관계를 중시한 견해가 갈리고 있었다. 노사협조를 제도화한 노사협의제에 관해서도 성과배분, 경영참여에 대한 상반된 인식을 표출하였다. 노동계에서는 노사협조 책임을 사용자에게 묻는 가운데, 경영학적 노사관계 지식을 활용하는 모습들이 나타나기 시작하였다.
고려대 노동문제연구소와 서강대 산업문제연구소, 노동청에서는 생산지향적, 노사협조적 노사관계 지식을 전파하였다. 대표적인 노동경제학자 김윤환은 서구사회과학과 근대화이론을 참고해 독자적인 노사관계론을 체계화하였고 식민지기 한국노동운동사를 연구하였다. 그의 논의는 생산지향적 노사협조론에 바탕을두었는데, 이는 생산성 논의와 노사협조론을 비판하며 노동운동의 정치화를 적극 모색한 박현채와 대조적이었다. 1960년대 노사관계론은 저임금과 열악한 근로조건에 처하였던 당시 노동 현실 개선을 공통적으로 촉구하였지만, 그 해결에한계를 나타내었다.
