개혁주의생명신학과 대학채플의 위기타파 : 국가인권위원회의 대학채플 권고안들에 대한 백석학원 채플의 대응전략 = Breaking through the Crisis of Reformed Life Theology and University Chapel : Baekseok Academy Chapel’s Response Strategy to the National Human Rights Commission’s Recommendations for University Chapel

The thesis of this paper is that when the university chapel adheres to ‘life-saving worship and evangelism’ based on the Reformed theology of life, it can rather overcome the current crisis of the chapel, and that we have to come up with an alternative assignment plan for the university chapel that makes it possible. In May 2021, the National Human Rights Commission sent a correctional advisor to the University Chapel. “University Chapel, a sectarian education, is violating the human rights of students. Therefore, the university chapel should open an alternative course and give the students a choice.” The response of the University Chapel, who felt threatened by these judgments and recommendations, was a misjudgment and inexperienced response. The University Chapel decided that the problem would be solved if the ‘sect education’ was abolished and switched to an objective religious liberal arts education. And it tried to erase the color of ‘worship and evangelism’ and fill it with ‘humanity and culture’. This resulted in the university chapel denying its own identity as ‘worship and evangelism’. Nevertheless, the situation worsened. In April 2022, the Human Rights Committee ruled that Jeonju University Chapel, which had actually changed its form to ‘character and culture’, was still ‘sect education’.
Therefore, efforts to escape the crisis through the ‘shape change’ of the university chapel have failed, and the image of the university chapel is not improving.
Now it’s time to unscrew the misplaced button and put it back together. The identity of the university chapel was originally a worship service and a meeting for evangelism. A university chapel based on the Reformed theology of life must adhere to and improve its identity, ‘worship and evangelism’. In fact, the worship and evangelism itself, which is called sect education, did not take issue with the court or the Human Rights Commission.
The problem was related to the student’s religious freedom. The alternative task requested by the Human Rights Commission in relation to religious freedom is a cautious issue that university chapels need to solve. It will never be easy to come up with an appropriate and reasonable alternative task, but when there is such effort, the university chapel can be evaluated as accepting rather than confronting the demands of ‘human rights and equality’ of this age. And It will further turn the crisis of the university chapel into a new opportunity.

국문 초록 (Abstract)

본 논문의 목적은 대학채플이 개혁주의생명신학에 근거하여‘생명을 살리는 예배와 전도’를 고수할 때, 오히려 지금 처한 채플의 위기를 넘어설 수 있다는 사실을 주장하는 것과, 그 전제조건인 대학채플 대체과제에 대한 방안을 제안하는 것이다. 2021년5월 국가인권위원회(이하 ‘인권위’)는 대학채플을 향하여 시정권고문을 보내왔다. ‘종파교육인 대학채플은 학생들의 인권을 침해하고 있다. 그러므로 대학채플은 대체과목이나 대체과제를 개설하여 수강 학생들에게 선택권을 주라’는 내용이다. 이러한 판결과 권고에 대해서 위협을 느낀 대학채플이 보인 일반적인 반응은 판단착오와 미숙한 대응이었다. 대학채플은 ‘종파교육’을 지양하고 그 형식에서 ‘예배와 전도’의 색깔을 지우고 ‘인성과 교양’으로 채워 나가려고 했다. 이것은 대학채플이 스스로 ‘예배와 전도’ 로서의 자기 정체성을 부인하는 결과를 가져왔다. 그럼에도 불구하고 상황은 악화되었다. 2022년 4월 인권위는 실제로 ‘인성과교양’으로 형태를 바꾸었던 전주대 채플도 여전히 ‘종파교육’이라고 판결을 내렸던 것이다. 그래서 대학채플의 ‘형태변경’을 통한 위기탈출을 위한 노력은 무산되었고 대학채플의 이미지는 개선되지 않고 있다.
이제는 잘못 끼워진 단추를 풀어 다시 새롭게 채울 차례이다. 대학채플의 정체성은 원래부터 예배였고, 복음전도를 위한 집회였다. 개혁주의생명신학을 기초로 하는 대학채플은 그 정체성인‘예배와 전도’를 고수하고 개선해 나가야 한다. 사실 종파교육으로 명명된 예배와 전도 자체는 법원도 인권위도 문제삼지 않았다. 문제는 학생의 종교자유와 관련된 것이었다. 종교자유와 관련하여 인권위가 요청한 대체과제는 대학채플이 풀어야 할 조심스러운 문제이다. 적절하고 합리적인 대체과제 마련은 결코 쉽지않겠지만, 그러한 노력과 배려가 있을 때, 대학채플은 이 시대의‘인권과 평등’의 요구에 맞서지 않고 수용한다는 평가를 들을 수있으며, 나아가 대학채플의 위기를 오히려 새로운 기회로 바꿀수 있을 것이다.
