코로나19 시대 글로벌 격변과 우크라이나의 반부패 노력 및 개혁과제 = Global Upheaval and Ukraine’s Anti-corruption Efforts;and Reform Tasks in the COVID-19 Era

국문 초록 (Abstract)

이 연구는 코로나19가 세계사에 중대한 변곡점이 되고 있다는 인식 하에 먼저 글로벌 격변의 양상과 새로운 질서의 향배를 분석한다. 미국은 탈냉전 국제질서를 주도하면서 중동부 유럽지역 체전전환 국가들의 민주주의와 국가안보를 위한 전략적 요충지로 우크라이나를 상정한 바 있다. 이러한 미국의 전략적 관심과 지원은 2000년대 이후 우크라이나가 오렌지 혁명과 존엄혁명을 통해 유럽연합(EU)과 NATO 편입을 국가진로로 삼게 된 주요 배경이라 하겠다. 그런데 독립국가 건설에 나선지 30년이 지난 현재;우크라이나는 정치 지도층과 관료 그리고 재벌(oligarch)이 공고한 부패사슬을 형성하고 있다. 코로나19로 인한 글로벌 격변은 권위주의 국가들의 비민주적 통치행태와 부패를 숨길 기회가 되고 있다. 따라서 바이든 미국 대통령은 우크라이나에게 부패를 청산하고 민주주의 제도를 공고화하여 미국이 주도하는 글로벌 신질서의 세계로 합류할 것을 요구하고 있다. 배우출신으로 드라마틱하게 집권한 젤렌스키 대통령의 숙명이 부패청산 성패에 놓여 있는 것이다.

다국어 초록 (Multilingual Abstract)

This study analyzes the pattern of global upheaval and the direction of the new order in recognition that COVID-19 is becoming a significant inflection point in world history. While leading the post-Cold War international order;the United States has regarded Ukraine as a strategic linchpin for democracy and national security in Central and Eastern European countries. These strategic interest and support from the U.S. can be said to be the main background for Ukraine’s expectation and incorporation into the EU and NATO through the Orange Revolution and the Dignity Revolution since the 2000s as a national path. However;30 years since Ukraine began to build an independent state;it has formed a solid corruption chain by political leaders;bureaucrats and oligarch. The global upheaval caused by COVID-19 served as an excuse for authoritarian countries to strengthen undemocratic governance and cover up corruption. Therefore;The president Biden is urging Ukraine to more fundamentally end corruption and consolidate its democratic system so that it can become a member of the new international order led by the United States. It would be said that the fate of President Zelensky;who came to power dramatically;depends on the success or failure of his anti-corruption policies.
