조구명(趙龜命) 책문(策文) 연구 = A Study on the Chaek-mun of Jo Gwi-myeong

국문 초록 (Abstract)

본 논문은 조귀명의 策文에 나타나는 정치 현실에 대한 문제의식과 정치관을 고찰하고, 이것이 당시의 정치 상황과 관련되는 지점을 탐색하는 것을 목적으로 한다.
조귀명의 문집에 남아 있는 책문은 과거 시험에 대비한 습작으로서 인사 분야와 군사 분야의 문제를 주로 다루고 있다. 인사 분야와 관련해서는 名과 實의 괴리로 인해 발생하는 폐단을 비판하고 고대를 전범으로 하는 인사 제도 개선과 부적절한 명분의 재설정을 통한 실효 획득을 주장했다. 군사 분야와 관련해서는 국제정세의 급변과 外侵에 대한 위기의식, 읍성에 성곽과 해자를 축조함으로써 대비해야 한다는 주장을 확인할 수 있었다.
조귀명의 책문은 탕평정치와 밀접한 관련이 있다. 우선 인사 관련 제도의 개선을 통해 당쟁을 주도하던 家門과 師門의 정치적 영향력을 약화시킴으로써 탕평정치의 핵심과제인 당쟁해소와 인재 확보를 달성할 수 있는 방안을 담고 있다. 또한 조귀명은 조문명ㆍ조현명ㆍ송인명 등 영조 초기 탕평 정국을 주도했던 인물들과 탕평에 대해 논의하였는데, 이들이 탕평의 담론을 정립하고 정치적 실천을 시작하던 시기에 저술된 조귀명의 책문은 이러한 논의의 일단을 보여준다는 점에서 의미를 갖는다.

This paper examines the problem consciousness and political view of the political reality that appears in the Chaek-mun(策文) of Jo Gwimyeong(趙龜命), and aims to explore the point where this relates to the political situation of the time.
The remaining Chaek-mun in Jo Gwi-myeong's collection mainly deal with issues in the personnel and military sectors as a practice to prepare for a Civil Service Examination. Regarding the personnel sector, he criticized the corruption caused by the gap between the rationale and the practical, He also insisted on improving the personnel system that exemplifies ancient times and on obtaining effectiveness through inappropriate changes in rationale. Regarding the military sector, we could confirm concerns about the sudden change in the international situation, the sense of crisis over the war, and the argument that the fortress and moat should be built in eupseong Town Wall.
Jo Gwi-myeong's Chaek-mun is closely related to Tangpyeong(蕩平) politics. First of all, the improvement of the personnel-related system will weaken the political influence of the the families and academic factions that led the party's strife, thereby helping to resolve the party's strife and secure human resources, which are key tasks of Tangpyeong politics. In addition, Jo Gwi-myeong discussed Tangpyeong with the figures who led Tangpyeong's political affairs during the early reign of King Yeongjo, including Jo Mun-myeong(趙文命), Jo Hyeon-myeong(趙顯命), and Song In-myeong(宋寅明). The Chaek-mun written at the time when they established Tangpyeong's discourse and started political practice is meaningful in that it shows one of these discussions.
