대의 민주주의에서 숙의 그리고 공론: 의미와 적용 = Deliberation and Public Deliberation in Representative Democracy: Its Concept and Application

국문 초록 (Abstract)

2017년 정부는 신고리 5·6호기 공사 중단 여부에 대한 결정을 위해 공론화위원회를 구성했다. 이는 정책결정과정에 있어서 숙의 민주주의가 적용된 사례로 시민 숙의와 대의 기관의 상호 역할과 권한에 대한 논쟁을 불러일으켰다. 그럼에도 불구하고 정치 엘리트 중심적인 대의 민주주의의 정책결정방식의 한계는 다양한 형태의 숙의 방안을 요구한다. 이에 본 연구는 대의 민주주의에서 숙의에 대해 고찰한다. 첫째, 대의와 숙의 개념을 살펴본다. 민주주의에서 양자는 다르게 기능할 뿐 대치 관계는 아니다. 대의는 집합적 의사결정에 숙의는 집합적 의사형성에 더욱 적합하다. 둘째, 숙의적 참여 절차의 하나로서 공론에 주목한다. 실제 정책결정과정에서 공론이 적용되는 조건들을 살펴보고 공론 주최자, 공론 의제의 방향, 공론 의제의 규모에 따라 공론 과정이 어떠한 결과를 초래하는지에 관해 살펴본다. 이를 통해 본 연구는 우리 사회에서 대의와 숙의가 보다 실천적으로 기능할 수 있는 가능성을 엿보고자 한다.

다국어 초록 (Multilingual Abstract)

In 2017, the South Korean government created the Public Deliberation Committee on Shingori Nuclear Reactors No. 5 & 6. The committee conducted participatory surveys in order to decide whether to completely suspend the construction of the reactors at the Shin-Gori Nuclear Power Complex. The surveys, considered as an significant application of deliberative democracy to the policy-making process, triggered controversies on the role and accountability of public deliberation and representative body. Indeed, representative democracy which has been developed as elite-centered policymaking process faces its limitations, which requires us to seek alternative measures of deliberation.
As a response, this paper analyzes deliberation in representative democracy. Specifically, it amis to explore how representation and deliberation work in complementary relation. First, it discusses the concepts of representation and deliberation. These two concepts are neither incompatible nor exclusive although they function differently. Representation is appropriate for collective decision making while deliberation is appropriate for collective opinion formation. Then, this paper analyzes public deliberation as a procedure of participating in deliberation. Specifically, it examines the conditions for the successful public deliberation. It also looks into what consequences the deliberation process leads to in terms of convener, orientation and scale.
