전남 5･18항쟁 진상규명의 과제와 대상 : 전남지역에서 발생한 국가폭력을 중심으로 = A Study on the Themes for the Truth Revelation of 5･18 Uprising - Focusing on the State Violence Happened in Jeonnam Region

국문 초록 (Abstract)

지금까지 5･18항쟁은 ‘광주’라는 지역적 수식어가 붙음으로서 항쟁의 전국적 성격을 모호하게 만들었을 뿐 아니라, ‘5･18민주화운동’이라는 법적 개념의 정의에서도 ‘광주 일원에서’ 발생한 항쟁으로 규정함으로써, 전남지역에서 발생했던 5･18항쟁과 그것이 전체 항쟁에 기여했던 역할을 제대로 규명하지 못했다. 이 연구는 전남지역에서 발생했던 5･18항쟁의 내용과 국가폭력을 연구함으로써 5･18항쟁의 총체적 진실을 규명하는데 기여하고자 할 뿐만 아니라, <5･18민주화운동 진상규명을 위한 특별법>에 근거하여 이제 막 출범한 ‘5･18민주화운동 진상규명 조사위원회’가 지금까지 제대로 밝히지 못했던 광주시 이외의 전남 지역에서의 5･18항쟁의 진상을 규명할 수 있도록 조사과제와 쟁점을 도출하는데 목적이 있다. 전남지역에서의 5･18항쟁은 처음부터 자생적으로 저항이 발생했던 목포를 비롯하여 해남 등 군 단위의 서남부 지역에서 격렬하게 일어났다. 전남도청 앞 집단발포에 대한 분노가 확산되면서 광주에서의 항쟁을 지원, 지지하기 위해 일어난 전남지역의 5･항쟁에 대해 계엄당국은 무자비한 봉쇄작전을 펼쳤고, 이로 인해 민간인에 대한 무차별적 발포와 학살이 발생하였다. 이 연구를 통해 제기된 과제들은 아래와 같은 세 가지이다. 첫째, 목포지역 외곽에 위치한 지산면 군부대의 민간인에 대한 총격사건과 병원 구급차에 대한 발포사건의 진실이 규명되어야 한다. 둘째, 해남지역에서 발생했던 31사단에 의한 민간인에 대한 발포사건들의 경위와 피해규모에 대해 철저한 진상조사가 이루어져야 한다. 셋째, 광주시를 고립시키고 외곽지역으로부터 봉쇄하기 위해 저질러진 나주 효천역 인근과 남평의 학살, 화순 너릿재 터널의 발포 사건의 진실이 규명되어야 한다. 앞으로 ‘5･18진상규명법’에 의해 출범한 ‘진상조사 위원회’는 노무현 정부시기에 이루어진 국방부 군 과거사조사위원회의 조사의 한계를 극복하여 국방부와 군의 협력 속에서 전면적인 재조사를 통해 전남지역에서 발생한 국가폭력의 진실을 규명해야 할 것이다.

다국어 초록 (Multilingual Abstract)

This study aims at searching facts relating to 5･18 Uprising happened in Jeonnam region. This task is very significant to reveal the whole truth because most of the existing research and written history have been focusing on the Citizen’s Army in Gwangju City whereas they have been neglecting the protest and state crime occurred in Jeonnam area except Gwangju region. Uprising expanded to other surrounding areas, mainly to the south-western region in Jeonnnam Province since massive shooting in front of Provincial Hall had happened. Martial army over-suppressed the demonstrators in many places, based on the containment policy which contributed to prevent the resistance from spreading outside Gwangju and Jeonnam Province, and gave rise to many civilian casualties. This study raised three cardinal themes to reveal the truth of 5･18 Uprising happened in Jeonnam region. Firstly, military attack to the civilian in Mokpo city. Secondly, massacre of citizen in Haenam county should be throughly investigated to disclose the state violence by the martial army. Thirdly, military attack occurred in Naju and Hwasoon along with carrying out the containment policy should be fully revealed in order to figure out the exact number of victims. Newly constructed ‘Truth Investigation Committee’ according to the Special Act on the Truth Revelation of 5･18 Democratization Movement will be able to solve these problems and carry out the historic tasks to find out the whole truth of 5･18 uprising happened in Jeonnam as well as in Gwangju City.
