촛불집회와 한국 민주주의의진자 운동, 1987-2017: 포스트권위주의와 포스트민주주의 문제의동시성을 중심으로 = Candlelight Protests and the Pendular Movement of Korean Democracy, 1987-2017: With a focus on the simultaneousness of the problems of post-authoritarian democracy and post-democracy

다국어 초록 (Multilingual Abstract)

This article analyzes the key problems of South Korean democracy since 1987 and the processes that led to the re-authoritarianization under the Lee Myung-bak and Park Geun-hye government. In that context, it discusses the historical meaning of the candlelight protests and the presidential impeachment of 2016-17 and the possible challenges to Korean democracy in the future. For each goal, the arguments of this article are as follows: First, Korean democracy since 1987 is characterized by the simultaneousness of the problems of democratic deficits typical to ‘post-authoritarian’ societies and those of ‘post-democracy’ in advanced democracies experiencing neoliberal changes. It was the inability of the democratic governments to deal with the latter issues that promoted the re-authoritarianization since 2008. Second, the candlelight protests in 2016-17 not only was successful as a defensive uprising to block the re-authoritarianization processes and to restore the democratic institutions, but also showed the substantial force of citizens’ power, their ability of realizing the principles of accountability, and new democratic ideals beyond those of the 1987 uprising. Third, despite such achievements, the problems of post-democracy, which caused the democratic backsliding since the late 2000s, remained unresolved, such that they can be a big challenge to Korean democracy in the future.
