국가 교육재원 배분과정의 효율화 방안

다국어 초록 (Multilingual Abstract)

  The purpose of this study is to suggest the measure to allocate financial resource for education efficiently. This study is composed of the concept of resource allocation and efficiency, the criteria of efficiency, the standard and practice of allocation of educational financial resource, the evaluation of efficiency on financial resource for education, and the efficient measure to allocate financial resource for education.<BR>  The measures to allocate financial resource for education efficiently are as follows. First, it is necessary to eliminate local educational grant from educational expenditure limit and to abolish the expenditure limit according to educational sector. Second, it should be linked the evaluation system of main policies and the evaluation system of financial policies. Third, The standard of allocating educational financial resource for national school and college need to establish objectively. Fourth, the transfer grant from general account of local government should be reflected on the standard of educational revenue less than 100%. Fifth, the personnel expenses of excess teacher"s quota should be cut down. Last, it is necessary to establish the evaluation system and incentive system of local educational grant.
