북극 자원 개발 관련 투자환경 및 자원개발제도 분석 = An Analysis of Investment Environment and Development Policy for Natural Resources in Arctic

Arctic Area was focused as a representative repository of natural resources till unconventional resources such as shale gas developed in the world, especially in America. With climate change in earth, it become possible to open the Arctic Sea lane from Arctic to North-Ease Asia. Chine`s Energy Policy in which lowering the dependancy on middle ease is important national goal and Russia`s intent to decrease high dependancy of natural gas export to Europe are shining the light on arctic resources and arctic sea lane development. Ice smelting as a result of climate change is the chance to the arctic nations such as Russia, Norway, Canada, America, and Denmark. It caused ``big game``, or ``resources cold war``. Nations had not interested in development of arctic resources, because of extreme nature and weather condition, thick ice which are not allowing people to enter into arctic area. With technical development which make it possible to access and develope resources in arctic area, boundary disputes and race for natural resources development are evolving dramatically. On top of that, arctic sea route is a topic which has been dealt among arctic nations and other nations. In this situation, what Korea has to do and how to take the chance to develope arctic natural resources and sea route should be nation`s agenda. In order to make any policy, it is required to understand arctic natural reserves, boundary disputes on arctic continental shelf, and fiscal system for oil · gas development of arctic nations. This article analyzed arctic reserves, policy of important nations on arctic resources and fiscal regimes of the nations.
