Right-wing Populism Taking Hold in Germany. The Success of the Political Party “Alternative für Deutschland” in the Regional Elections of March 2016

국문 초록 (Abstract)

독일에서 결국 우파 포퓰리즘 정당인 ‘독일을 위한 대안’(AfD)이 생겨나고, 유럽의회 선거와 지방 선거에서, 특히 2016년 3월 13일 바덴-뷔르템베르크, 라인란트-팔츠 및 작센-안할트 3곳에서 치러진 주 의회 선거에서 얼마간 성공을 거두었다. 이 논문은 이 선거와 이 선거가 3개 주의 정치에서 갖는 의미 및 독일 전체에서 갖는 의미에 대해 분석한다. 또한 이 선거에서 나타난 유권자의 표심의 이동에 대해서도 살펴본다. 이를 위해 이 논문은 ‘독일을 위한 대안’(AfD)의 역사를 간략히 소개하고, 이 정당의 이데올로기, 즉 경제적으로 자유주의적이고 민족적으로 보수주의적인 우파 포퓰리즘의 입장을 검토한다. 이를 통해 유로화 위기와 유럽난민 위기의 상황이 우파 포퓰리즘 정당의 확립에 우호적으로 작용했음을 보여준다. 또한 최근에 이 정당의 이데올로기에서 반이민, 반이슬람 입장을 포함하는 우파 쪽으로의 뚜렷한 이데올로기적 전환이 있었음을 보여준다. 2016년 3월 지방선거에서의 이 정당의 성공은 부분적으로 이러한 이데올로기적 전환에서 기인한다 할 수 있다. 결론적으로 이 논문은 ‘독일을 위한 대안’(AfD)이 앞으로 독일 정치에서 강력한 역할을 수행할 것으로, 그리고 2017년의 연방선거 이후에는 연방의회에도 진출할 것으로 예상한다.

다국어 초록 (Multilingual Abstract)

In Germany, finally, a right-wing populist political party, the Alternative für Deutschland (AfD) emerged and was rather successful in the elections of the European Parliament and in regional elections, especially in the elections of March 13, 2016, which were held in three states on subnational level, Baden-Wuerttemberg, Rhineland-Palatinate, and Saxony-Anhalt. The paper analyzes these elections and the meaning which they have for the politics in these specific states and for Germany as a whole. This involves the analysis of the shift of votes in these elections. The study gives a brief history of the party AfD and examines the ideology of the party, which has economic-liberal, national-conservative, right-wing populist positions. The examination of the historical circumstances shows that the situation with the euro crisis and the European refugee crisis was favorable for the establishment of a right-wing populist party. It was found that recently there has been a shift in the ideology of the party with a strong turn to the right, involving anti-immigrant and anti-Islamic positions. The success of the party in the regional elections of March 2016 can partly be attributed to this ideological shift. The paper concludes with the prediction that this party will play a strong role in the future of German politics and that it will be represented in the next Bundestag after the federal elections in 2017.
