This study investigated and introduced the life and writings of Myeongsan Seong Woo-jeung(1783-1864), a man of letters, born in a family of commoners and discussed his recognition about diplomatic mission, focusing on his participation in the diplomatic mission in the year of Muin, 1818. His family is famous for three generations took part in missions in Japan. Through going on missions as a hereditary duty, he achieved recognition for literary competence and made his family secure the status of a prestigious family of commoners. Unlike the previous period, in the 19th century, his younger brother Seong Ik-jeung and his son Seong In-ho participated in diplomatic missions with Seong Woo Jeung. By experiencing China, after he experienced Japan, he paved the way for the extension of the depth of his thinking and awareness. During his diplomatic mission, Seong Woo-jeung was concerned about the prediction that the people’s migration to Liaotung because of the decline of Ching might cause a direct contact with Joseon’s northwest border. Thus, he analyzed the impacts of the decline of Ching on Joseon from various angles and presented measures. He can be evaluated as an envoy who successfully completed his mission of investigation of state affairs (Cheomguk) by sensitively getting an insight into international situations and seeking preparations. And on the background, the knowledge and awareness of his ancestors who performed faithfully missions in Japan as a hereditary duty had much influence.
