개발 독재 시기 한국 현대사 서술을 통해 본 현대 러시아의 한국 인식과 자기 인식 - 러시아의 한국 현대사 인식 속에 투영된 현대 러시아의 자화상 - = Mirroring the “Self” to the “Other”: Russia’s Self-Reflexive Perceptions of Korea’s Developmental Dictatorship in Russian Textbooks

This paper purports to identify Post-Soviet Russia’s perceptions of Korea’s “Developmental Dictatorship” from Russian history textbooks. Despite the confrontational relationship between South Korea under military dictatorship and Russia under the Soviet regime, the Russian textbooks appraise the tenure of military dictatorship in Korea quite positively, defining the given period as a tenure of “authoritative modernization” featuring the “Democracy of the Korean Type” and “Regulated Market Economy.” While this view has been common to the existing scholarship, the Russian perceptions are unique in that they tend to regard the “developmental dictatorship” in South Korea as an inevitable path to achieve modernization, attributing this inevitability to the allegedly sui generis, authoritarian and conformist tradition immanent to the Korean history and culture. From this recurring theme of the “Korean Sonderweg” in the Russian history textbooks, the present paper identifies a normative self-reflection of Russia's own “Erfahrungsraum” and “Erwartungshorizont,” representing the traditional belief in Russia’s own “unique” path to the modernity, the “Russian Sonderweg.”

국문 초록 (Abstract)

본 논문은 러시아에서 사용되고 있는 3종의 대학 역사 교과서의 박정희/전두환 정권 시기 한국 현대사 서술을 분석함으로써 개발 독재 시기 한국에 대한 러시아 학계의 평가와 인식을 분석하고, 러시아의 한국 현대사 인식 속에 투영되어 있는 러시아의 과거 “경험 공간”과 “기대 지평”을 읽어내려는 시도이다. 러시아의 한국학계에서는 박정희/전두환 정권기 한국의 개발 독재를 “한강의 기적”을 만들어 낸 “권위주의적 근대화”로 인식하고 있다. 러시아 교과서 저자들의 견해에 따르면, 한국의 이러한 “권위주의적 근대화”는 형식 상의 민주주의를 유지하면서도 실제적으로는 정치적 참정권을 제한하는 “한국적 유형의 민주주의”와, 자본주의적 시장 경제 체제를 유지하면서도 정부가 시장에 적극 개입하고 참여하여 시장을 통제하는 “통제된 자본주의 경제”로 특징지을 수 있다. 러시아 교과서의 저자들은 한국의 역사와 전통 속에 내재된 권위주의적 전통 때문에 한국에서는 서구식 민주주의의 실현이 불가능했다고 보며, 이러한 “한국적 특수성” 때문에 “권위주의적 근대화”는 한국의 경제 성장을 위해서는 필연적이며 필수적인 선택이었다는 시각을 견지한다. 한국 현대사에 대한 러시아 교과서의 이러한 인식은 개발 독재 시대의 한국과 유사성을 가지는 현대 러시아의 정치적 지형과 이데올로기가 반영된 것으로, 러시아인들의 자국사 인식에서의 핵심적인 가치, 즉 “러시아적 특수성” 테제가 타자 인식에 내면화되어 투영된 것이라고 할 수 있다.
