청소년 환각물질흡입사범 실태분석 및 대책

국문 초록 (Abstract)

최근 마약류확산동향을 살펴보면 청소년층의 마약류 사용의 증가위험성이 상존하 고 있으며 이에 대응하기 위한 체계적이며 장기적인 대책이 요구되고 있다. 특히, 청 소년시기의 환각물질흡입은 중장년기의 상습적 마약사용자로 이어질 가능성이 클 뿐 만 아니라 그 자체로도 심각한 신체적 정신적 손상을 당할 수 있다는 점을 고려하여 그 대책을 마련할 필요가 있다. 인체에 유해한 화학물질인 환각물질은 누구에게든지 흥분, 환각 및 마취의 작용을 일으키게 한다. 그 대표적인 것은 톨루엔, 초산에틸, 메 칠 알코올, 시너, 접착제, 부탄가스 등이다. 특히 청소년은 뇌의 활동이 활발해지는 시기라 조금만 환각물질에 노출돼도 뇌가 크게 망가질 수 있다. 환각물질로 뇌가 망 가지게 되면 스스로를 컨트롤하거나 자제하는 능력이 떨어지게 되어 환각물질 흡입 후 2차 범죄로 이어질 가능성도 크다. 환각물질흡입사범 통제정책은 소년형사정책의 일부로서 청소년 환각물질흡입의 개 인적 사회적 원인을 규명하고 이에 입각하여 국가형사사법기관과 시민사회의 참여를 통한 예방과 단속, 처벌과 치료를 추구하는 국가정책이다. 이를 위해서는 합리적인 단 속과 지역사회의 협조가 필요하고 청소년 약물사범에 대한 조기 개입과 병원치료가 절실하다. 이 논문에서는 최근 범죄율이 상승하고 있으며 주된 피의자가 청소년인 환 각물질흡입사범의 실태를 분석하고 그에 따른 대책을 살펴보고자 한다.

다국어 초록 (Multilingual Abstract)

According to the newest study about spread of drug abuses, the risk of youth drug abuse is a rising question and long-term solution to these questions are demanded. Especially, the inhale of hallucinant of youth can be connected to the habitual use of their elderly age, and can be a severe damage to their physical and mental health. Those of Hallucinate which is harmful to human beings can cause excitement, hallucination and anesthesia. Some of the crucial factors are Toluene, Ethyl acetate, Methanol, Thinner and Butane etc. The youth's brain can be damaged severely, even if there was little hallucinant because their brain is too vulnerable. Also, it is more likely to be connected to the second offenses because youth cannot control or restrict themselves. Youth justice policy is making various model from protection model to justice model according to juvenile delinquents' basic norm. The restriction of inhale of hallucination of juvenile is a part of youth justice policy, which is aimed for discovering the reason of the inhale of hallucination of juvenile and the cure and its punishment according to nation's law. These restriction act should be followed by juvenile protectionism principal. For this, We need reasonable crackdown and cooperation of the community and also a early hospital care. We would like to analyze the hallucinant inhaler's actual condition and find out the following control strategies in this paper.
