2010년대 프랑스 민족전선의 성장과 재도약 = The Rebound and Rise of the National Front in France since 2011

The aim of this research is to provide an analysis of the rebound and rise of the National Front in French politics since 2011. Three main factors seem to be at work. First, the National Front has adopted a new political strategy since Marine Le Pen had emerged as a new leader replacing her father and founder of the Front, Jean-Marie Le Pen. Second, French society has experienced continued threats since the global economic crisis of 2008 and the European monetary crisis of 2010. With high unemployment and the weakening of industrial competitiveness, French society has been particularly vulnerable to the national populist appeal of the far right. Third, French politics has entered into a moribund phase since both the center-right government of Nicolas Sarkozy and the center-left government of François Hollande have proved unable to reform the country. The disappointment about the traditional governing forces has been determinant in the rise of the National Front.

국문 초록 (Abstract)

이 연구의 목표는 2011년 이후 프랑스 민족전선의 부상을 분석하는 것이다. 세 가지 커다란 요인이 최근 민족전선의 급속한 부상을 설명할 수 있다. 첫째는 정치세력으로서 민족전선의 전략 변화다. 2011년 전당대회에서 당의 상징적 인물인 장마리 르펜이 퇴임하고 딸 마린 르펜이 리더로 등장하면서 민족전선은 제2의 전성기를 맞았다. 둘째는 프랑스 사회의 변화다. 특히 2008년 글로벌 경제위기의 여파가 2010년 유로의 위기로 전이되면서 프랑스는 강력한 예산의 제약을 경험했고, 동시에 높은 실업의 유지, 산업 경쟁력의 약화 등 총체적인 무기력과 침체를 겪게 되었다. 국가가 위기에 처하면 구원자의 역할을 하는 영웅적 지도자의 등장한다는 시나리오는 프랑스 극우의 전통 내러티브로 민족 포퓰리즘이 부상하는 여건이라고 할 수 있다. 셋째는 프랑스 정치의 위기다. 사르코지 대통령(2007-12년)은 민족전선의 담론이나 정책을 포괄하는 우경화 정책을 보여주었지만 프랑스를 경제사회 위기에서 건져내는데 실패했다. 2012년 집권한 올랑드 사회당 대통령 역시 역대 가장 인기가 없는 대통령으로 몰락했다. 결국 중도 우파와 좌파에 모두 실망한 유권자들이 민족전선을 선택하는 결과를 낳았다.
