초국경 해양실크로드와 코즈모폴리턴 커먼즈

국문 초록 (Abstract)

21세기 프로젝트에서 가장 두각을 드러내고 있는 비전은 해양실크로드이다. 유엔, 중국, 인도는 “해양실크로드” “21세기해양실크로드” “마우쌈루트”라는 명칭으로 해양의 개발?관리?통합을 주도하고 있다. 본 논문은 바로 이 현상에 주목하여, 해양실크로드의 세 가지 차원을 분석하고 하나의 대안을 제시하고자 한다.
먼저 유엔을 비롯하여 중국과 인도가 제시하고 있는 해양실크로드의 비전을 비교분석한다. 다음은 아시아에서 해양을 중심으로 한 초국경 네트워크의 방향성을 가름하기 위해 해양실크로드의 실체화 과정에 주목한다. 논의의 중심은 중국의 21세기해양실크로드 그리고 초국경 해양실크로드 건설의 핵심이라고 할 수 있는 해항도시 네트워크 연결방식에 두어진다. 이에 더하여 21세기해양실크로드가 현실적으로 맞닥트리고 가장 중요한 두 가지 문제 즉 남중국해 분쟁과 정허의 대항해를 비롯한 역사인식을 다룬다.
마지막 장에서는 코즈모폴리턴 커먼즈 이론에 대한 분석과 ‘해양실크로드 커먼즈’에 대한 시론적인 접근을 시도했다. 아시아 해양실크로드는 트랜스 내셔널 인프라와 경제자원의 공간일 뿐만 아니라 문화의 교섭과 창조 그리고 해항도시와 그 시민의 공간이며, 위험관리와 도덕경제 그리고 사회와 문화의 공생가능성을 강화하는 코즈모폴리턴 커먼즈로 인식될 필요가 있다는 결론이다.

다국어 초록 (Multilingual Abstract)

The most prominent vision for the 21st century is Maritime Silk Roads. UN, China and India attempt to lead the maritime development and integration under the titles of “Maritime Silk Road,” “One Belt and One Road,” and “Mausam Routes”. This study precisely focuses on these phenomenons to analysis the three dimensions of the Maritime Silk Roads and to present an alternative. The first chapter compares the visions of three Maritime Silk Roads projects. The second chapter focuses on the contents of the 21st Century Maritime Silk Road of China and its relationship with seaport cities in Asia. The third chapter deals with the two most critical issues relating the 21st Century Maritime Silk Road, namely the South China Sea and historical issues including Zheng he"s expedition. This study concludes that the transnational Asia Maritime Silk Road should be regarded as Cosmopolitan Commons which is developing communal way of managing shared resources and risks for the symbiosis of various cultures and societies.
