한국의 젠더폭력과 신자유주의 젠더질서 = Gendered Violence and Gender Regime in the Neo-Liberal State of South Korea: Reconceptualization and Reconstruction of Violence Against Women

국문 초록 (Abstract)

성폭력, 가정폭력, 성매매를 여성에 대한 차별과 혐오에 기반한 젠더폭력으로 명명하는 이 글은, 그간 개별적이고 우연적이며 일시적인 일탈행위로 간주되어 온 여성에 대한 폭력의 원인 및 효과를 탐색하고자 한다. 이를 통해 궁극적으로 여성폭력을 재개념화하고 대안적 정책방향을 모색하는 것을 목적으로 한다. 구체적으로, 여성의 낮은 사회적, 정치적, 경제적 지위가 젠더폭력의 주요 원인이라는 여성주의적 관점을 견지하면서, 일상을 점령하고 지배하는 신자유주의 시장경제 논리 하에 필연적으로 불안정해지는 남자다움의 젠더각본이 여성에 대한 폭력과 긴밀한 연관성이 있음을 논증하였다. 젠더폭력은 여성에 대한 혐오의 표출을 통해 남성성을 (재)확인하고 증명하는 도구이자, 이를 통해 다시 여성을 규율하고 통제하는 기제이다. 그러기에 젠더폭력은 여성의 불안정한 사회경제적 지위, 지배적 젠더규범을 통해 여성을 판단하고 비난하는 성차별적 문화, 개인의 안전이 붕괴된 신자유주의 체제 속에 확대ㆍ재생산되는 불안 및 공포와 긴밀한 연관성을 지닌다. 이러한 논의 하에, 필자들은 시민으로서의 여성개인의 권리함양 및 인권신장이 공공선과 공공성의 강화, 분배정의와 민주주의의 심화의 문제와 병행될 때만 젠더폭력의 축소와 극복이 가능함을 주장하였다.

다국어 초록 (Multilingual Abstract)

Given the argument that sexual assault, domestic violence, and forced prostitution should be recognized as a form of gender-based violence, this paper sheds light on the causes and consequences of violence against women, which has been identified as an individual, isolated, and infrequent incident. Based on the feminist perspective that violence against women is compounded by women's low social, political, economic, and cultural status, this article also identifies crucial elements and social conditions, which forster and reinforce gender-based violence. Such an approach allows us to explore key factors that created obstacles to realizing women's equality and to achieving women's human rights. In this vein, this paper scrutinizes the ways in which threatened or unstable masculinity under the circumstances of neo-liberalism is clearly relevant to the appearance of coercive control against an intimate female partner for re-creating and maintaining imbalance of power between men and women. It also diagnoses that a hatred of women is one of the symptoms that should be considered as an irrelevant attempt for restoring traditional male privilege and prerogative. The very significant feature of gender-based violence as a backlash against changes in gender norms leads us to seek political and social transformation to deal with the problem in a substantial way. By clearly situated understanding of violence against women, this paper suggests that eradication of gendered violence depends on actualizing women's righs and gender equality, promoting public welfare and interests, and enhancing democracy especially through distributive justice.
